SAFE PAVEMENTS CAMPAIGN

We are against pavement parking because
  • it causes an obstruction for groups of pedestrians, for those with buggies, for those in wheelchairs, and those with disabilities.
  • it damages the pavements
  • but most of all because it promotes the culture that cars matter more than pedestrians

The law states:

3.1 Section 137 Highways Act 1980 states:-
(1) If a person, without lawful authority or excuse, in any way wilfully obstructs the free passage along a highway he is guilty of an offence and liable to a fine.

Merseyside police state:

Parking on pavements

It is an offence for a person to park their vehicle on a pavement and they would normally get a parking ticket.

Some councils and police forces look after pedestrians.

Oxfordshire Councils with Thames Valley Police supply stickers free at libraries for pedestrians to use to help keep pavements safe:

This is the design of the sticker - which includes the council and police logos:

On the other hand, Wirral Council and Wirral Police are turning a blind eye to parking on pavements, and are not taking the problem seriously. Given the widespread lack of respect for pedestrians by Wirral drivers, it is no surprise that Wirral pedestrian casualty statistics are some of the worst in the country.

We would like to see a programme of education and enforcement by the authorities.
